But they face no natural consequences for not doing those things. (We've already been notified of the rent increase for next year.) Then what?
It snowed last night, which helped with the temperature in my room a bit, since I left the window open. Well, when there's a 40C difference between indoor and outdoor temperature, it'd be just danged horrible if there wasn't some heat transfer (clearly, though, not enough).
